Agran appoints Fred Judd to Investment Advisory Commitee
Councilmember Larry Agran is pleased to announce Fred Judd will be returning to the City of Irvine’s Investment Advisory Committee, this time serving as Vice Chair.
The Committee oversees the investment of the City’s “temporary” funds, which can range from several hundred million to over $1 billion. The Committee is tasked with ensuring the City Treasurer and staff adhere to the City’s Investment Policy, which is reviewed at least annually by the Committee. The Committee also ensures the City’s investment actions remain well within the bounds of the California Government Code, which mandates various standards for the safe investment of City funds.
Fred, a CPA, attorney, and Business Law Professor at Orange Coast College, has been on the Investment Advisory Committee for nearly a decade, including time as Chair. Welcome back, Fred!

About Fred Judd
Fred is a CPA and attorney with experience advising startups and completing SEC filings. He has raised over $90 million for various entrepreneurial companies. But, in the last five years, he has returned to his real passion — teaching Business Law, Business and Business Finance full-time at Orange Coast College, where he is slated to receive tenure this year. Fred has worked with, and still works part-time with small businesses, even acting as part-time CFO and General Counsel to Candelis, an Irvine-based medical device company. His experience has led him to raise capital for two public companies, and led one of them through a $50 million sale to Sun Microsystems. He has also practiced law at various times, advising businesses, and helping individuals recover over $3 million in unclaimed property in estates or governmental coffers.
Currently, Fred also serves as a Board Member and Audit Committee member for the Intervention Center for Early Childhood, a non-profit which helps toddlers with disabilities, teaching early intervention to them and showing parents how to deal with the challenges they face. After spending two years in Argentina some time ago, he became fluent in Spanish and loves the Latin culture, including their music and especially Latin dance. In his spare time, pre-pandemic, he was learning Latin dance, and now Fred loves learning languages (Chinese and Farsi), hiking the rugged and not-so-rugged trails of Orange County, especially those set aside long ago by then-Mayor Agran and others to keep them safe from developers! Fred has two daughters and one son who grew up in Irvine schools, and they still call California home.
