An Update on the Orange County Power Authority

At its special meeting on June 14, 2022, the City of Irvine City Council unanimously directed staff to facilitate a comprehensive forensic audit of the Orange County Power Authority (OCPA). Linked below are the City's formal, written requests sent via email to Mr. Brian Probolsky, CEO of the OCPA.

These two letters were sent by the City Manager on June 24, 2022. While the data retrieval for this forensic audit is ongoing, the City of Irvine has received the following document containing the self-reported general ledger for February 2021 to March 2022, excluding payroll financial data.

According to Councilmember Agran,

“As the only City that has loaned the startup costs for the Orange County Power Authority, our residents and the public deserve the utmost transparency.”

The general ledger is a matter of public record and Councilmember Agran believes that this document is of interest to his constituents.


Per Section 4.1 of the "Form of Capital Loan Agreement," Attachment D of the "Orange County Power Authority Joint Powers Agreement" the City signed on November 20, 2020, "Prior to January 1, 2023, the City may audit the Authority's expenditures of Pre-Launch Costs to confirm that such expenditures have been made consistent with the purposes of this Agreement.”
